Rudd Government Carbon Trading Bill

The Rudd government released details of its proposed carbon trading scheme and released a draft bill in March 2009. It was called the Carbon Pollution Reduction Scheme Bill 2009. As expected, the proposed legislation was similar to the content proposed in their Carbon Pollution Reduction Scheme paper.

Naturally no-one was happy - from the Greens et al who thought it wasn't strong enough to industry groups that complained about the effect on coal and electricity etc.

TWO MONTHS LATER in May 2009, the government released a SECOND round of proposed legislation making considerable changes to their initial Bills.

In particular they extended the start date to 2011 (from 2010) - and changed the compensation rates to industry.
They left the base limit at 5% reduction on 2000 carbon dioxide levels but increased the upper amount to 25% (from 15%) if other nations signed up to an agreement.

In December 2008 when launching the CPRS, Kevin Rudd said "The cost of inaction is equally clear" and "Climate change is nothing less than a threat to our people, our nation and our planet. It is a threat that, if left unaddressed, has the capacity to permanently to affect our way of life. I say we can wait no more. The time has come for action."

Now it seems that we can wait - another year - before commencing the scheme.
We hope that the real science is considered before such a scheme is implemented!

NEW CARBON Legislation - May 2009
The Rudd government put the new legislation regarding the amended carbon scheme into parliament on 14 May 2009.

They are now actively seeking support for the scheme from the Senate.... which presents a problem. At present the Coalition seems inclined to oppose it. That leaves the Greens, Nick Xenophon and Steve Fielding...

CARBON POLLUTION REDUCTION SCHEME

The Australian Government is establishing a Carbon Pollution Reduction Scheme as part of an effective framework for meeting the climate change challenge.

The first page of the website outlines the Carbon Pollution Reduction scheme - all related documents - reports, legislation etc are posted on the page. It includes links to a number of related websites - Garnaut Review, Taskforce report, etc.

The 'changes' to the original scheme/legislation are documented here.
These include an overview, media release and 'fact sheets'.

New measures for the Carbon pollution reduction scheme

The Carbon Pollution Reduction Scheme will be phased in from 1 July 2011 and a new, ambitious 25 per cent by 2020 target has been put on the table, as part of a package of new measures announced by the Government.

The Liberal Party decided at its Federal Council in mid-March to "vote against the Bill in its current form".
In March 2009 the Independents and Greens were not looking like they would support the Bill.
